Richard Layton
Richard Layton has been a member of the Central Valley Cemetery District Board representing Supervisorial Area 5 since 2019. He was born and raised in rural Holtville and attended local schools. Richard attended Pine School and Holtville High School. After high school he attended Universal Technical Institute in Phoenix, Arizona. Richard married Linda (Prock) Layton in 1974. They have one son, Travis and three grandchildren. Richard worked for Womack Mitchell Chevrolet/Cadillac for 13 years and the Holtville Unified School District for twenty-nine years as Transportation Director. He retired in 2014. Richard is currently serving his 4th term as a Council Member for the City of Holtville.
Sandy Finnell
Sandy Finnell has been a Member of the Central Valley Cemetery District Board representing Supervisorial District Area 3 for eight years. Sandy was born and raised in San Diego, moving to the Imperial Valley after meeting and marrying her husband, Steve. Sandy and Steve have three grown children and four grandchildren, which include triplets. Sandy has been involved with 4-H for 28 years and currently serves as Lamb Leader, which means she travels to Utah to purchase lambs for 4-H members to show at the local county fair. She has also been a member of the Livestock Foundation Board for the past six years and was also a member of the Imperial Unified School District Governing Board for twelve years. Sandy has also served on the Little League Board. She currently assists her husband, Steve, who is an Entomologist, as Office Manager. Sandy loves to cook and is known for her delicious home-made pies.
Theresa Bonillas
Theresa Bonillas has been a Member of the Central Valley Cemetery District Board representing Supervisorial District Area 2 for seven years. Theresa was born and raised in Imperial Valley, graduating from Imperial High School, Imperial Valley College and the University of Phoenix. Theresa was employed by the Imperial County Office of Education as the Superintendent’s Secretary for 39 years, retiring in 2010. She is enjoying her retirement and does volunteer work with her church and community.
